Early Voting – Ballots Returned
Since Registrar of Voters mailed ballots to all registered voters earlier this month, more than 129,864 voters have already cast their Vote-By-Mail ballots in the 2026 Statewide Direct Primary Election. Voters returned their ballots through the following available options:
- 71.14% mailed
- 25.46% placed in a Ballot Drop Box
- 0.40% hand-delivered to the Registrar of Voters
All ballots returned and accepted for counting will be included in the first election results report posted at 8:05 p.m. on June 2.
Information about the number of ballots returned and the methods used to cast them is updated daily on our website. Visit our Data Central page at ocvote.gov/datacentral, click on the “Ballots” tab, then select “Ballots Returned” in the pull-down menu to see daily statistics.
You can find out when your ballot is counted by visiting ocvote.gov/track.

Conditional Voter Registration
Even if you missed the regular voter-registration deadline, you can still vote in the 2026 Statewide Direct Primary Election. California permits same-day registration and voting, also known as Conditional Voter Registration.
If you need to register today, you can only be issued a ballot in person; we cannot mail you a ballot.
You can receive a ballot at the Registrar of Voters at 1300 S. Grand Avenue, Bldg. C, Santa Ana, 92705, or starting Saturday, May 23, at any Vote Center.
Before going to a Vote Center or our office to request a ballot, we encourage voters who missed the registration deadline to register online first, as it should help expedite the voting process when they arrive. Register to vote at ocvote.gov/registration.
Voters can also complete a conditional voter registration form at a Vote Center or our office to be issued a provisional ballot if they do not have a signature on file with the DMV.

Protecting Election Equipment from Tampering
Ensuring a secure and accurate election is our top priority. All election equipment used by Registrar of Voters features numbered security seals to protect against tampering.
Registrar of Voters staff apply the security seals to the voting equipment before deployment to Vote Centers. As part of our strict chain of custody procedures, those seals are verified by staff each morning before the equipment is put into use throughout the voting period. Each night when staff close the Vote Centers, they attach a new security seal and record the number for comparison the next morning.
If a seal is discovered one morning to be broken or compromised in any way, that piece of equipment is taken offline pending a thorough investigation.
In compliance with California law, all voting equipment used in Vote Centers and our office – including ballot-on-demand printers, accessible ballot marking devices, and ballot scanners – is not connected to the internet. Our voting equipment and voting system are air gapped from all other systems and networks used by Registrar of Voters. |

Resources for Voters with Disabilities
For the 2026 Statewide Direct Primary Election, the Remote Accessible Vote-By-Mail (RAVBM) ballot provides voters with disabilities the option to receive a Vote-By-Mail ballot electronically.
The electronic ballot can be downloaded to the voter’s computer, marked using the voter’s own assistive technology, and then printed and returned as a paper ballot. Learn more about the RAVBM ballot at ocvote.gov/ravbm.
All Vote Centers in Orange County will also feature:
- Accessible ballot marking devices
- American Sign Language interpreter via video conferencing
- Curbside voting with a paper ballot
- Magnaviewers and Signature Guides
- Assistance from trained Vote Center staff upon request
Voters may bring up to two individuals of their choosing to assist in casting their ballot.
Voters may also choose to visit a Pop-Up Vote Center. Pop-Up Vote Centers offer the same services as any of the County's 191 Vote Centers, with locations vetted to meet accessibility guidelines, and ROV’s mobile unit is equipped with a wheelchair lift, accessible ballot marking devices, and ballot scanners.
