Voter File Maintenance Report Explanation

Overview

The voter file maintenance report contains voter registration and list maintenance activity that occurs over a specified period. As transactions are completed for voter registration records, they are categorized and reported. Below is an explanation of the data included in the report. The data represents the number of transactions over the period; therefore, it does not reflect the current number of voters in any specific category.

Registration Activity

Added: 
The number of new registrations that have been added. These registrations were not updates to previously registered voters.  

Updated: 
The number of registrations that resulted in an update to a voter's record. 

Pending: 
The number of registrations that were not complete, due to an incorrect address, a missing signature, or a missing birthdate, and did not update an active voter's record. 

Deleted (Removed): 
The number of registrations that were deleted. Registrations can be deleted if they have been canceled for over five years, or if they have not completed the registration process within 6 months. 

Cancelled Voter Activity

Death: 
The number of deceased voters canceled during the time period. 

Felon: 
The number of voters who were canceled because they became ineligible due to their felon status.

Failed to Vote:
The number of voters who were canceled because they failed to vote or confirm their registration for two federal general elections after the Registrar of Voters was notified that they may have moved out of State. 

Moved Out of County: 
The number of voters canceled because the Registrar of Voters received confirmation that they moved out of the State. 

Requested by Voter:
The number of voters canceled by their signed request. 

Other Reasons:
The number of voters canceled for reasons not covered above, but not required to be reported. 

Inactive Voter Activity 

Total Inactives Added: 
The number of voters who became inactive during the time period. Voters are made inactive if the Registrar of Voters receives notification that the voter may have moved out of the state or moved without providing a forwarding address.

Total Inactives Cancelled:
The number of voters who moved from inactive to canceled status. This happens when a voter confirms they are no longer registered in California, or if they failed to vote or confirm their registration for two federal general elections after the Registrar of Voters was notified that they may have moved out of State. 

Re-Registrations

Total Re-Registrations: 
The total number of registrations submitted, where the voter was already registered in Orange County. 

Note: A single re-registration may count in multiple buckets; thus, counts may not add up to the total.

Name Change: 
The number of registrations that resulted in a name change for the voter.  

Address Change: 
The number of registrations that resulted in an address change for the voter.  

Party Change:
The number of registrations that resulted in a party change for the voter.   

Other Reasons: 
Other reasons include registrations that result in a change to phone, email, language preference, ballot delivery preference, or corrections to personal data previously provided. 

Exact Duplicates: 
The number of registrations submitted by the voter that did not result in changes to the voting record.

Other Statistics 

Voter ID Cards Generated:
Voter notification cards are sent to voters when they register, re-register, or when there is a change to their name, address, or party.  

Out of County Prior Reg: 
The voter indicated that they had a prior registration. 

Confirmation Notices (2225(b)/8D2/2225(c) Cards)

Notices Mailed: 
The total number of confirmation notices sent to voters when the Registrar of Voters received a potential change of address.

In County: 
The total number of confirmation notices sent to voters when the Registrar of Voters received a potential change of address, and the change of address is within Orange County. These voters remain active voters.

In State:
The total number of confirmation notices sent to voters when the Registrar of Voters received a potential change of address, and the change of address is within California, but not in Orange County. These voters remain active voters in the new county. 
Note: In the recent reports, the number for this category should be 0.  When the voter re-registers within California, but not in Orange County, the voter record is moved to the new county, and that county sends the confirmation notice. 

Out of State:
The total number of confirmation notices sent to voters when the Registrar of Voters received a potential change of address, and the change of address is outside of California.

Undeliverable: 
The total number of confirmation notices sent to voters when the Registrar of Voters received a notice that the voter is no longer at their address, but a new address has not been provided. These voters become inactive voters, and do not receive voter materials. 

Notices Returned: 
The total number of confirmation notices returned from the voter, either confirming the change of address, or providing a different address.

This section breaks down the overall change in party registration during the date range of the report, as indicated in the header of the report.  

Active Voter Counts by Language over Date Range

This section breaks down the overall change in language registration during the date range of the report, as indicated in the header of the report. 

Active Voter Counts by VBM Program Status over Date Range 

This section breaks down the overall change in registration by VBM program status during the date range of the report, as indicated in the header of the report. 
Note: All voters have been receiving a vote-by-mail ballot in Orange County since 2020. This breakdown is mainly used to indicate change in military and overseas voters, indicated by the codes ECIV, OCIV, EMIL, DMIL, OMIL, and FCIV.
